You have asked for guidance with respect to state, county and tribal authority to regulate traffic in housing projects that have been built and are maintained by the Winnebago Tribe. I assume that these housing projects are located on land within Sauk County that was purchased by the federal government in trust for the Winnebago Tribe. In 71 OP. Att'y Gen. 82, 85 (1982), it is noted that land held in trust for Indians by the federal government has the same legal status as reservation lands.
