The Board of Trustees of the Employees’ Retirement System, State of Hawaii (Board), appeals from the lower court’s order reversing the Board’s decision and ordering the Board to enter an award to Shizue Inouye (Inouye) of service-connected total disability benefits in accordance with Hawaii Revised Statutes (HRS) § 88-77 (1976).
