Douglas Klett appeals the dismissal of his complaint by the district court. 1 Klett filed an action against various agents and employees of the Farmers Home Administration (FmHA) claiming that they negligently forced him out of farming by refusing an operating loan and refusing to release a grain elevator check, entitling him to damages pursuant to 28 U.S.C. §§ 1346(b) and 2674 of the Federal Tort Claims Act (FTCA).
