On this appeal we are called upon to construe the Hatch Act and its implementing regulations. Passage of that Act sig-nalled Congress’ determination that for the government to function fairly and efficiently, it must limit the political activities of federal employees, employees of the District of Columbia, and certain employees of state and local governments.
