On March 6, 2019, the undersigned United States District Court Judge heard oral argument on the Motion for Summary Judgment [Docket No. 12] brought by Defendants Sergeant Bobby Donahue ("Sergeant Donahue"), Sergeant Tom Arnold ("Sergeant Arnold"), Officer Mon Notthakun ("Officer Notthakun"), Officer Marshall Titus ("Officer Titus"), and the City of Saint Paul (collectively, "Defendants").
