In August 2014, Alphonso Wynn worked for the Veterans’ Administration (now the Department of Veterans Affairs) as a housekeeping aid at the V.A. hospital in Little Rock, Arkansas. On August 24, Wynn called a V.A. Crisis Hotline and said he had a gun and was going to shoot his supervisor due to work-related issues. Wynn was subsequently charged and convicted of transmitting a threat to injure through interstate communications, 18 U.S.C. § 875(c), and threatening a federal employee with intent to retaliate, 18 U.S.C. § 115(a)(1)(B).
