GUDGEL, Judge:

This is an appeal from a judgment entered by the Whitley Circuit Court. The court adjudged that appellant Natural Resources and Environmental Protection Cabinet (cabinet) erred by granting summary dispositions regarding nine separate bond forfeiture and reclamation enforcement proceedings. Each of the enforcement orders was vacated, and the sureties on the forfeited bonds were released from further liability as to seven of the nine permits.
