Jesse Raymond Bridwell, a prisoner at the United States Medical Center for Federal Prisoners, filed a habeas corpus petition in the United States District Court for the Western District of Missouri. He claimed that he had been denied due process of law by the United States Board of Parole. He alleged that the Board: (1) refused to permit him to review the records before the Board and failed to inform him of “anything” in the record that might be adverse to his being paroled; (2) failed to consider favorable information in the file with respect to his post-release…
