This case first reached this Court as Warchalowski v. Brown, Me., 417 A.2d 425 (1980). Following remand on one of the two actions which were consolidated in that appeal, an additional hearing was held and the judgment which is the subject of this appeal was entered. The issues now before us involve a review of the action of the Oxford County Commissioners pursuant to M.R.Civ.P. 80B. The Plaintiff, Robert A.
