In my view, the unambiguous language of 21 P.S. § 3511 requires the conclusion that the recording of all deeds and other conveyances of real property2 is mandatory in Pennsylvania. The Majority believes that the use of "shall" in section 351 is ambiguous and reaches the opposite conclusion.
