BUCKLEY, Circuit Judge:
A non-profit association representing retired railroad workers appeals the district court’s holding that the names and addresses of retired workers on file with the U.S. Railroad Retirement Board are exempt from disclosure pursuant to Exemption 3 of the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552(b)(3) (1982). The statutory provision at issue, section 12 of the Railroad Unemployment Insurance Act, prohibits disclosure of information revealing an employee’s identity. 45 U.S.C. § 362(d) (1982).
