Curtis Weeks appeals from the denial of his petition for a writ of habeas corpus. -For the reasons set forth below, we affirm the judgment of the district court.

I. FACTUAL AND PROCEDURAL BACKGROUND

On June 7, 1988, Curtis Weeks, who had previously tested positive for the human immunodeficiency virus (“HIV”), 1 was being transferred from one prison unit to another.
