The issue in this case involves the construction or interpretation of certain language of a resolution adopted by the Legislature of Louisiana at its Extra-Session of 1945.

At the regular session of the Legislature for the year 1944 there was a resolution adopted, by the terms of which, the provisions of Act 17 of 1935 of the first Extra-Session of that year, generally known as the Local Option Law, were suspended "until one year after peace is declared by the United States of America, Germany, Japan and their allies."
