A Monroe County jury convicted Michael Withrow of attempting to manufacture methamphetamine in violation of sec. 195.211, RSMo (1994). 1 Withrow was found to be a prior and persistent offender. He was sentenced to eighteen years imprisonment. Pursuant to an order of a dissenting judge of the Missouri Court of Appeals, Eastern District, the case was transferred here. Rule 83.01.
