The opinion issued by this Court on August 25, 1993, is withdrawn and the following opinion is substituted in lieu thereof.
George English appeals the district court’s adverse judgment. Appellee Temple Independent School District (the “District”) decided not to renew English’s contract of employment and the Commissioner of Education and the district court affirmed the decision.
