This is a habeas corpus proceeding in which John T. Watkins, a citizen of California, seeks relief froni detention, charged to be unlawful, in the Westbrook'Sanitarium, a private institution devoted to the treatment of nervous and insane patients, conducted by Dr. James K. Hall.

Application was originally made to the Circuit Court of Henrico county, which denied the relief prayed for. Mr. Watkins is a veteran of the Spanish-American War and of the World War, and has been retired from the United States Coast and Geodetic Survey with thé rank of commander.
