INTRODUCTION

The Plaintiff, Inception, LLC (Inception), moves to compel disclosure of the content of a meeting on July 25, 2008. The meeting was called by an attorney for the Executive Office for Administration and Finance, and included two attorneys from the Division of Capital Asset Management and representatives of state agencies that were located or were to be located in the office space.
