Plaintiffs, certified classes of Michigan prison inmates and prospective prison visitors, appeal the denial of their motion for a preliminary injunction and the dismissal of their 42 U.S.C. § 1983 challenge to State regulations restricting prison visitation rights. The visits at issue are “contact visits,” i.e., visits that customarily take place in a “visitation room” or other area set aside for this purpose and permit innocent-only physical contact between prisoner and visitor.
