This case was tried before the New Mexico Public Service Commission (Commission) on a complaint made by Continental Divide Electric Cooperative, Inc. (CD), alleging that Public Service Company of New Mexico (PNM) proposed to extend its system and construct lines to provide electric service to Ranchers Exploration and Development Corporation (Ranchers) in territory served by CD.
