Sixteen candidates disqualified from the position of fire fighter and the Pittsburgh Fire Fighters Local No. 1, International Association of Fire Fighters (Appellants) appeal from the November 22, 2005, order of the Court of Common Pleas of Allegheny County (trial court) granting declaratory relief to the City of Pittsburgh (City).
