OPINION
JONES, JUDGE:
In 2010, the Kentucky Department of Corrections (“KDOC”) terminated Garnett C. Parrish’s employment after his urine tested positive for cocaine. Parrish appealed his termination to the Kentucky Personnel Board (“Board”). The Board determined that substantial evidence supported the KDOC’s decision to terminate Parrish. Parrish appealed the Board’s decision to the Franklin Circuit Court.
