MEMORANDUM OPINION

(May 17, 2017)

THIS MATTER is in the Appellate Division on review from the Magistrate Division. Petitioner, Kelvin B. Dennie, appeals his negligent *146driving conviction. For the reasons stated below, the Magistrate Court’s decision will be affirmed.

I. FACTUAL AND PROCEDURAL BACKGROUND
