—Reversing.

This is a quo warranto proceeding challenging appellee’s right to the office of Member of the Rockcastle County Board of Education on the ground that he lacks the qualifications prescribed by Section 4399-22, Kentucky Statutes. That Statute provides:

“A person to be eligible to membership on a board of education must have attained the age of twenty-four years, must have been a citizen of the Commonwealth of Kentucky for at least three years preceding his election and must be a voter of the district for which he is elected.
