Proceeding pursuant to CPLR article 78 (transferred to this Court by order of the Supreme Court, entered in Albany County), to review respondents’ determination which terminated petitioner’s cognitive remediation services.

In 1953, petitioner, then 19 years old, suffered a traumatic *767brain injury in a motor vehicle accident. As a result of that accident and additional automobile accidents occurring in 1984 and 1985, petitioner suffers from certain cognitive deficiencies, primarily manifested as a memory disorder.
