In 1958, the City of Dearborn,. defendant herein, hereinafter referred to as the City, created a special assessment district charging the plaintiffs or their predecessors in title with assessments payable over a period of ten years. As a result of the district so created the City established a certain off-street parking facility on the north side of Michigan Avenue and east of Schlaff Street within its corporate limits and known as "Michigan-Schlaff Off-Street Parking Lot”, containing 91 parking spaces.
