OPINION
NIX, Chief Justice.
This matter originated as a complaint in mandamus whereby President Judge Edwin Snyder (hereinafter referred to as the “Plaintiff”) sought to compel Jefferson County to provide funds reasonably necessary to administer the judicial system in Jefferson County for fiscal year 1989. The complaint also demanded attorneys fees and costs.
