This appeal is from the District Court’s grant of summary judgment against plaintiff D.C. Transit System on statute-of-limitations grounds. Plaintiff brought this action against the United States to quiet title to certain real property within the District of Columbia under 28 U.S.C. § 2409a (1976). The question presented on appeal is whether D.C.
