In 1971 the Village of Skokie, Illinois, a municipality of about 68,000 persons located northwest of Chicago, entered into a collective bargaining agreement with the Combined Counties Police Association as the bargaining agent for all of its approximately 96 police patrolmen. At the last negotiating session on June 27,1975, for the fiscal year beginning May 1, 1975, a bargaining impasse was reached.
