ON PETITION FOR PERMISSION TO APPEAL

This is a petition for permission to appeal pursuant to 28 U.S.C.A. § 1292(b).1 The District Judge certified for appeal the question of whether he should modify an injunction he ordered in a limitation of liability action.2 Because we find the order independently appealable as the granting, refusal, or modification of an injunction under § 1292(a)(1), we do not have to grant permission to appeal under § 1292(b) in order to reach the merits of this procedural problem.
