The city of Somerville and its mayor have appealed from a judgment of the Superior Court confirming an arbitration award which found that the city had violated its collective bargaining agreement with the association by failing to grant additional pay to two employees of the Somerville assessors’ office. We conclude that the arbitrator exceeded his authority by making an award which conflicts with the civil service law.
