Reference is made to your recent request for the opinion of Attorney General Charles C. Foti, Jr. regarding the propriety of certain contemplated uses of the proceeds of a 3.75 mill ad valorem tax (the "Tax") currently being levied by Ouachita Parish in connection with the operation of the Green Oaks Juvenile Detention Center.
