BOWNES, Circuit Judge.

The issue in this case is whether the district court abused its discretion in ruling *17that intervention petitions 1 did not satisfy the timeliness requirement of Fed.R.Civ.P. 24. The petitions were filed by four state employee labor unions more than four years after initiation of a suit alleging racial discrimination in the hiring and promotion practices of the Commonwealth of Massachusetts and within two months of the submission of a consent decree settling the suit.
