FOURNET, Chief Justice.

The City of New Orleans, availing itself of the provisions of Louisiana’s Uniform Declaratory Judgments Act, Act No. 22 of the Extra Session of 1948, instituted this proceeding to have Act No. 234 of 1948 declared unconstitutional and, in the alternative, declared repealed by Act No. 351 of the same session of the legislature. In the same suit the city seeks to enjoin the Board of Supervisors of Election in and for the Parish of Orleans, and its individual members, from undertaking to conduct the general election for Mayor and Commission Councilmen for the City of New…
