Few topics have been as controversial as that of the government’s right to restrict an individual’s capacity to carry a gun. The current controversy began when the plaintiffs, Charles H. Mosby (Mosby) and Steven Golotto (Golotto) (collectively re*1035ferred to as plaintiffs), applied to the Rhode Island Department of the Attorney General for permits to carry a concealed weapon.
