MARCUS, District Judge.

THIS CAUSE is before the Court on Defendants’ Motion to Dismiss on Eleventh Amendment Grounds, filed December 16, 1991. For the following reasons, the motion is Denied.

I. BACKGROUND

Plaintiff, the Seminole Tribe of Florida (the “Tribe”) is a federally recognized Indian tribe whose headquarters are located in Broward County, Florida.
