The appellant is Christine B., the mother of Caya B., a Child in Need of Assistance (“CINA”). 1 The appellees are Caya B. and the Montgomery County Department of Health and Human Services. The Juvenile Court in Montgomery County 2 granted custody and guardianship of Caya B. to her maternal uncle and his wife and declined to grant formal visitation to Christine B.
