We are called upon to decide whether the Civil Service Commission acted arbitrarily in refusing to permit Y. Gail Denton to take the open competitive examination for the position of Deputy Director of Welfare in Gloucester County. She did not satisfy the prescribed educational requirements, but sought to substitute other educational qualifications.
