DeGrange, Sr. The Senate of Maryland You have asked whether low-income individuals who receive a free cellphone and a monthly allotment of free minutes from a prepaid wireless company through the federal government’s Lifeline program (“prepaid Lifeline participants”) must pay the fees that fund Maryland’s 9-1-1 system.
