Plaintiff Carlos Colon, an inmate at the Columbia Correctional Institution (“CCI”) in Portage, Wisconsin, brought this action pursuant to 42 U.S.C. § 1983, alleging that the defendant, Lieutenant Bruce Schneider, a corrections official at CCI, violated his rights under the due process clause of the fourteenth amendment of the United States Constitution 1 when Schneider used Chemical Mace 2 to compel him to submit to a strip search during the course of Colon’s transfer from one area of the CCI to another.
