MEMORANDUM OPINION AND ORDER
HAIGHT, District Judge:
Employers Insurance of Wausau (“Wau-sau”) brought this declaratory judgment action to determine insurance coverage of claims arising from contamination of the “Turpentine Run Aquifer” (the “Aquifer”) feeding numerous water wells in the Tutu Region of St. Thomas, United States Virgin Islands, and of additional pollution in Wells-ville, New York. Wausau, Continental Casualty Company, Hartford Accident and Indemnity Company, and National Union Fire Insurance Company of Pittsburgh, PA (collectively the “Moving Insurers” or the “Insurers”)…
