This is a review of an unpublished per curiam decision of the court of appeals, filed on November 8,1988, reversing a judgment entered by the circuit court for Eau Claire county, Judge William D. O'Brien, and remanding the cause for further proceedings. The circuit court granted Eau Claire county's motion for summary judgment and dismissed the action brought by Energy Complexes, Inc. against Eau Claire county.
