MACK, Associate Judge:

In these consolidated petitions, landlord Timothy Temple seeks review of two decisions of the Rental Housing Commission (“RHC”) penalizing him for failure to register his housing accommodation. The decisions resulted from separate tenant petitions filed by tenant-intervenors Kirkendall and Lobsenz. In the Kirkendall decision, the RHC ordered Temple to refund to Kirk-endall trebled rent overcharges for the period between Septmeber 1, 1982, and July 31, 1983. The RHC also awarded attorneys’ fees.
