In this case the court must decide the constitutionality of a teacher’s limited right to strike in conjunction with the constitutional mandate that the state legislature “provide for the maintenance and support of a thorough and efficient system of public education to serve the needs of the commonwealth.” Pa. Constitution, Article III, section 14.
