MEMORANDUM OPINION

WARD, District Judge.

The court has considered the plaintiffs motion for a preliminary injunction and is of the opinion that the following order should issue:

1. Introduction.

As the term implies, a preliminary injunction often involves only an abbreviated record developed while a lawsuit is in its early stages. The primary purpose of a preliminary injunction is to protect the plaintiff from irreparable injury and preserve the district court’s power to render a meaningful decision after a trial on the merits.
