The City of Neosho (“City”) appeals a December 2012 judgment denying City’s motion to set aside the formation of (and subsequent actions taken by) the Neosho Transportation Development District (“District”), a transportation development district (“TDD”), which City had successfully petitioned the trial court to create in 2009.
