MANFORD, Judge.

This is an appeal from an administrative order suspending a nursing home license. The circuit court entered judgment affirming the suspension order. The judgment is reversed with directions.

Appellant alleges three errors. Disposition of this appeal turns upon the third error so presented. Only brief reference to the first two points is required as they are found to be without merit.
