MANION, Circuit Judge.

lijas Cafi was convicted in Mexico of possession of cocaine with intent to transport, and he was sentenced to ten years’ imprisonment in Mexico City. About one year later Cafi, who is an American citizen, was transferred to the United States (and a federal prison) pursuant to the Treaty on Execution of Penal Sentences, Nov. 25, 1976, U.S.-Mexico, 28 U.S.T. 7399 (“Prisoner Transfer Treaty” or “Treaty”).
