On Motion for Rehearing.

In view of tbe argument made in tbe motion for rehearing we have concluded to discuss tbe issues presented more in detail. Tbe appellant’s amended original petition, on which tbe case was tried, is quite lengthy. After formal introductory averments, tbe pleader proceeded to copy, without comment, tbe ordinances of the city of Mt. Pleasant adopted on September 7, 1927, relating to certain street improvements.
