KAROHL, Presiding Judge.

Ronald L. Jackson requested a review under Chapter 536 RSMo 1986 of his discharge from the City of St. Louis Police Department for violation of Rules 3, 7 and 9 of the Police Manual. This is an appeal from the trial court’s judgment upholding the Board’s order of dismissal.

Some of the relevant basic facts have been adjudicated in three different proceedings. One proceeding before the Appeals Tribunal of the Division of Employment Security determined that Jackson was eligible to receive unemployment compensation following his suspension from the police force. In the…
