The initial question presented by this action is whether Dreger’s claim is barred by R.C. 2305.07. If not, then the question becomes whether the provisions of R.C. 145.02, as then effective, required Dreger’s membership in PERS to be terminated when he began contributing to PFDPF. The final question is whether Dreger may purchase service credit from PERS or receive it from PFDPF for his years as a volunteer fireman.
